The BFD & BPD “Matrix Reports”

Laura DePinto, a regular Bayonne Public Advocate contributor, was able to obtain a copy of the so-called “Matrix Reports” via Open Public Records Act (OPRA) request.

The Matrix Consulting Group was hired in November 2006 to do an efficiency study of the city Police and Fire departments. The reports were provided in draft form to the city sometime in November 2007, and then in full sometime in December of 2007. The report has been redacted, the city claims this is done for “security purposes.” However, the summary of the reports are still rather illuminating. Some recommendations have still yet to be followed due to union opposition, such as changing the Fire Department’s Schedule from 24 hours on/72 hours off to a schedule in which firefighters would work two 10-hour days, have 48 hours off, then work two 14-hour nights.

Below the reports I have included the results of my Jersey Journal news archive search. I weeded out irrelevant articled and left only the newspaper article that made mention the “Matrix Reports” in question. Unfortunately these articles can only be provided in fullf ro a fee.

Bayonne has hit a snag in negotiations with its Bravest over a new labor contract.
Acting on a recommendation of the Matrix Consulting Group, the city wants to change the fire department’s work schedule from the current 24 hours on/72 hours off to a schedule in which firefighters would work two 10-hour days, have 48 hours off, then work two 14-hour nights, officials said.

Bayonne yesterday put into motion a municipal layoff plan, targeting 54 permanent employees - including 25 cops - and four provisionals for dismissal, effective Nov. 9, “for reasons of economy and efficiency.”

Follow up: Missing Election Data From 2 Districts

Yesterday I wrote about the possibility of missing election date from 2 districts. The rumor was that 2 physical data cartridges were missing. Some were concerned about this.

As it turns out the data catridges are not missing, however there has been an issue with getting the data out of thosed cartridges and uplaoding them into the full election returns. Those data cartridges are now in the hands of the county. This must have been the technical glitches that I wrote of on election day. Hopefully the county will be able to recover the data without issue. It is highly doubtful that the 2 districts would sway the final results in any way.

RumorMill: Missing election data from 2 districts?

Today at 3:30PM, former Mayoral Candidate Ray Rokicki wrote on the nj.com forum the following cryptic message:

They are missing two cartridges and will check on them Monday when the county gets OK from judge. No new mayor till then.

As far as we understand it, election result will not be certified next week due to the manual counting of provisional ballots. On election day we mentioned that there were some technical glitches, hoever no mention was made of missing “election cartidges”, which refers to the devices that hold election data from each election machine. While it is extremely doubtful that two districts would swing the election in any way we hope to hear more about this from news sources soon.

Chiappone: Thanks to those who supported Mr. Conaghan

This is a message from Assemblyman/Councilman At-Large Anthony Chiappone that he posted on nj.com earlier today:

I just want to take the time to thank those here who visit the forum who offered their support of Mr. Patrick Conaghan for Mayor. Pat was a sincere hardworking candidate who got out there and gave it his all. He knocked on doors since the beginning of summer and those of us who walked with him are proud of his effort. I won’t get into the “what if’s” or “what was” or why the election was won or lost, but I will say that the most disappointing aspect of the election is that almost 10,000 voters in Bayonne walked in, voted for President, and then walked out. It’s hard for me to understand how a voter who lives here can not care about who leads this city.

As for my detractors on the (nj.com) board , it’s your moment to gloat, that’s part of the “game” of politics so take your liberties and enjoy the moment. Our side would be celebrating as well if the results were different. This is an 18 month term. A new municipal campaign begins in 14 months. I wish Mr. Smith well. I look forward to seeing his plan for reducing a $30 million debt. I hope he does what is best for the City and I will continue to give my best as well.

I also want to take the time to congratulate Denis Wilbeck who did an outstanding job in his challenge for Freeholder. He campaigned hard and acheived almost 44 percent vote total off the line. He worked as hard as any candidate I have seen and he certainly has a future in Bayonne politics. I see him in the winner’s circle in the near future.

We have a new President elect, Barack Obama and Bayonne supported that choice. His task is monumental and we all hope that his term will bring a rejuvenation of the economy and stabilization of worldwide tension. I hope that we can bring most of our troops home soon so we have no further loss of life.

As for me, politically, I am in the same position as I have been with Mayor Doria, so these se are familiar waters for me. My experience with Glenn Cunningham has taught me that the future is not guaranteed to anyone. He had reached the top of the mountain for Senate and Mayor and had a bright future ahead of him. Five months later, he had passed on. Personally, I don’t look too far down the road because of that, but rather try to stay focused on the immediate future and enjoy today.

Conaghan Concession Speech
